Toney was raised as a member of the Reorganized Church of Jesus Christ of Latter Day Saints in Spokane, Washington. He later moved to Independence, Missouri and in 1977 claimed that he began receiving visions and revelations from God. In a 1980 vision, he was ordained to the high priesthood and told to preach. The RLDS Church refused to let Toney preach, so he began holding services in the Blue Hills Elementary School in Independence and placed advertisements in a local newspaper.
